PRESIDENT CONGRATULATES THE JUDICIAL GENERAL COUNCIL ON ITS 25TH ANNIVERSARY

On the occasion of the 25th anniversary of the Judicial General Council of Mongolia, a scientific-practical conference themed ‘Trends in the Development of Judicial Administration: Guidelines and Model’ was held today. President of Mongolia Khaltmaagiin Battulga delivered remarks during the opening ceremony of the international conference.

President Battulga said:

“Respected judges, and court administration staff,

Senior judges,

Honorable guests, ladies and gentlemen!

At the outset, let me extend cordial greetings on the 25th anniversary of establishment of the Judicial General Council and wish you all the best.

The Constitution of Mongolia holds the Judicial General Council responsible for ensuring the impartiality of judges and independence of the judiciary. In the 25 years of its operation, the Judicial General Council experimented on two models of judicial administration that are used commonly around the world, and learned from its mistakes and lessons. Based on this, the Council has been implementing an independent judicial administration model for the last 5 years.

A fair court is the main tool to reinforce human rights and freedom, which are the foundation of the values of a democratic society. There is so much for the judicial administration body to accomplish in order to strengthen the transparency and openness of and the public trust in the judiciary, and ensure the citizens’ right to a fair trial.

Only in a country where the judiciary is independent, accountable and fair, the people can live peacefully, freely and happily. The judicial administration body must uphold human rights, and demonstrate high accountability and ethics in its independent function, so as to exercise its judicial power in compliance with justice.

I am pleased that the Judicial General Council is marking its 25th anniversary with this scientific-practical conference, which aims to discuss the Council’s experience and mistakes and lessons from the past, share international experience, and identify its future directions, policy and goals. Reviewing and evaluating the past is the best way to avoid future mistakes. Today, the Mongolian people demand justice and impartiality from the court and the judges more than anything. The permanent objective of the Judicial General Council will be to meet the demand of the people, conduct its job in high ethical manner, and select and train judges who obey only the law.

Let me congratulate all the staff of the judicial administration body again.

May justice flourish and good deeds blossom.”
