OFFICIAL LETTER ON SCHEDULING IRREGULAR PARLIAMENTARY SESSION SENT
President of Mongolia Khaltmaagiin Battulga has sent an official letter to Chairman of the State Great Khural M.Enkhbold about scheduling an irregular Parliamentary session.
The official letter said, “I have viewed the official letter You sent me on July 19th, 2018. The letter states that the date of the irregular Parliamentary session will be set after the corresponding Standing Committee discusses the agenda of the session.
…The grounds for calling an irregular Parliamentary session and the Speaker’s role in the procedure are clear in the relevant laws, and the decision to schedule the irregular session after the discussion of the agenda by a Standing Committee doesn’t comply with the law.
…In accordance with Section 1 of Article 12 of the Law of Mongolia on President, I hereby send my proposal to summon the Parliament for an irregular session on July 30th, 2018.
In such case where there are two legal grounds for calling an irregular Parliamentary session, i.e. demand of more than one-third of the Parliament Members and a proposal by the President, the Parliament Speaker is expected to work in compliance with the Constitution and other relevant laws.
I request You to respond within July 27th, 2018, and call the irregular session on a date agreed upon in line with the law.”
