DISCUSSION HELD ON THE IMPLEMENTATION OF PRESIDENTIAL DECREE ON TRADITIONAL MONGOLIAN SCRIPT
President of Mongolia Khaltmaagiin Battulga issued a decree on ‘Intensifying the Promotion of Traditional Mongolian Script’ on May 3rd, 2018.
In anticipation of the Birth Anniversary of Chinggis Khaan–National Pride Day, a discussion was held today in the Citizen’s Chamber, State Palace, to assess follow-up measures and actions taken by corresponding ministries, government institutions, and non-government organizations in accordance with the decree.
Cultural and Religious Policy Advisor to the President Ts.Khulan opened the discussion with remarks. She said:
“A very good day to all of you.
Allow me to extend warm greetings on the Birth Anniversary of Chinggis Khaan–National Pride Day, which falls on the first day of the first month of winter in lunar calendar or tomorrow, November 8th.
I am sure that everyone is aware of the Decree No. 46 of the President of Mongolia on ‘Intensifying the Promotion of Traditional Mongolian Script’ which was issued on May 3rd in anticipation of the Day of Mother Language this year. The matter of Unicode Standard of traditional Mongolian script became a subject of public interest on social media recently. If we assess the implementation of the Law on Mongolian Language in regard to this matter, it is quite unsatisfactory.
It is unfortunate that after three years of implementing the Law on Mongolian Language, the corresponding bodies are unaware of their responsibilities, let alone starting to act on them.
Therefore, President Battulga, within his authority to “issue decrees and command the corresponding government institutions on using, mastering, protecting, and developing the Mongolian language and the traditional script” as outlined in the Clause 3 of Section 1 of Article 9 in the Law on Mongolian Language, issued a decree which carried instructions and directions to some institutions on intensifying the promotion of the traditional Mongolian script.” The Advisor stressed the importance of some articles and clauses of the decree.
The participants of the discussion exchanged their views on the draft National Medium- and Long-term Program on Traditional Mongolian Script, national Unicode standard of the traditional Mongolian script, report on signboards of organizations, entities, and buildings, and development of the Mongolian language and the script.
