CONSTITUTIONAL AMENDMENT RATIFIED
On the occasion of the 95th anniversary of the adoption of the First Mongolian Constitution and the Day of Proclamation of Republic, a ceremony for ratifying the Constitutional Amendment took place in the Chamber of Nine White Banners of the State Palace today.
With the State Seal being delivered by Chief of Staff to the President of Mongolia Z.Enkhbold, the ceremony began as President Khaltmaagiin Battulga, Chairman of the State Great Khural G.Zandanshatar, and Prime Minister U.Khurelsukh entered the chamber.
Furthermore, President Battulga verified the authenticity of the original copy of the Constitutional Amendment with his signature and Chief of Staff Z.Enkhbold imprinted by the State Seal before the Constitutional Amendment was appended to the original copy of the Constitution of Mongolia.
Following the ceremony, President Battulga delivered a speech:
“Fellow Mongolians,
Distinguished Members of Parliament,
Chairman of Parliament,
And Prime Minister,
On this day commemorating the 95th anniversary of the First Mongolian Constitution, the Constitutional Amendment has been ratified.
Discussions on the modification of the new Democratic Constitution of 1992 in correspondence with the needs and social requirements of modern times have been active on the public and political agenda for the last 11 years, and four Constitutional Amendment bills were submitted by parliamentarians over the years.
In my address at the opening of the fall session of the Parliament in 2018, I urged the Members of the Parliament to opt for the most suitable form of governance system, resolve all the existing political and social challenges, and bring about a reform by means of a constitutional amendment. During its spring session, the Parliament determined to discuss a Constitutional Amendment Bill in a move that only partially answered the calls of the society, and their efforts shouldn’t be underrated.
The current Parliament has not been able to make a reform, but it has walked half a step forward. Despite of many existing challenges awaiting resolution, the Parliament has failed to make a full step forward due to the plots of groups controlled by few oligarchs. We have failed to optimize the electoral system. The ideology for sticking to hometown favoritism has come out unscathed.
However, it is time we refrained from discontent and seized the opportunity. If not, we will have to wait another eight years. This would drag national development for that length of time, and social regulations would remain behind the necessities of the time. Conditions where the State fully loses its ability to govern and regulate, leading to grave consequences, have been created.
Therefore, I believed it was right to ratify the Constitutional Amendment in view of the principles of prioritizing the national interest and elevating the unity of the nation above everything else.
We should never forget that the interests of Mongolia and the well-being of the Mongolian people must be put above all things. The time for us, Mongolians, to unite and move forward, instead of clashing and falling back, has come. Thus, I hereby ratify the Constitutional Amendment.

The ceremony was attended by members of the Parliament and the Cabinet, deputies of the former People’s Great Khural, scholars and experts, representatives of government and non-government organizations, citizens, and members of the media.
