LINE-ITEM VETO INVOKED ON LAW AGAINST CORRUPTION
President invoked a line-item veto on Article 1 of the Amendments to the Law Against Corruption, adopted December 31st, 2020. The Article provides: “Director of the Independent Agency Against Corruption (IAAC) shall be appointed at the recommendation of Prime Minister for a 6-year term”.
The official letter submitted today by President Khaltmaagiin Battulga to Speaker G.Zandanshatar reads: “Instead of tending the matter of corruption with well-grounded manners, the members of the State Great Khural has adopted the [mentioned] law in complete violation of the Law on Legislations and the Law on Parliamentary Procedures.
“The President views that the fact that the amendments made to the Law Against Corruption, which allows for direct appointment of Director of IAAC, which organization should, by all means, maintain its independence, by Prime Minister, who is a leader of the ruling party, are bringing the Mongolian people into an inevitable obedience to corrupt government.”
