President of Mongolia and First Lady Hold Official Meeting with Their Majesties the Emperor and Empress of Japan

President of Mongolia, H.E. Khurelsukh Ukhnaa, along with the First Lady Luvsandorj Bolortsetseg held an official meeting with His Majesty Emperor Naruhito and Her Majesty Empress Masako of Japan on July 8, 2025, at the State Palace.

At the outset of the meeting, President Khurelsukh Ukhnaa highlighted the historic significance of Their Majesties’ State Visit—the first-ever visit by the Emperor and Empress of Japan to Mongolia. The President expressed his confidence that this visit will be etched in golden letters in the history of Mongolia-Japan relations, based on shared values and mutual trust, underscoring its importance in further deepening the “people-centered” “Special Strategic Partnership for Peace and Prosperity between Mongolia and Japan, and in strengthening the enduring friendship and mutual understanding between the peoples of the two countries.

President Khurelsukh emphasized that the State, Government, and people of Mongolia deeply appreciate and are sincerely grateful for the unwavering and heartfelt support provided by the Government and people of Japan in consolidating democracy, fostering sustainable social and economic development, and enhancing human resource capacity in Mongolia.

The President of Mongolia underscored that the people of Mongolia warmly welcome the participation of Their Majesties in the National Naadam Festival, a cultural heritage of humanity and a symbol of the unity and independence of Mongolian people, as Honored Guests during the State Visit to Mongolia —a land of eternal blue sky and ancient history.

His Majesty Emperor Naruhito expressed heartfelt gratitude for the warm hospitality extended by the State, Government, and people of Mongolia.

His Majesty fondly recalled his 2007 visit to Mongolia as Crown Prince of Japan, during which he was warmly welcomed by the State, Government and people of Mongolia, and expressed his great delight in returning to Mongolia on a State Visit — this time accompanied by Her Majesty Empress Masako —to experience and closely engage with the beautiful nature, history, culture, and traditions of the country and its people.

During the meeting, the parties expressed their satisfaction with the effective progress in implementing the “Action Plan”, a ten-year roadmap for advancing the Mongolia–Japan Special Strategic Partnership and noted the importance of expanding people-centered cooperation in all areas, including fostering friendship and mutual understanding among children and youth — the future generations of the two countries.

President Khurelsukh Ukhnaa reiterated Mongolia’s commitment to working together with Japan, a close and trusted partner, to address global challenges and to contribute jointly to the peace, stability, and prosperity both in the region and globally. The President of Mongolia expressed appreciation for Japan’s steadfast and concrete support for Mongolia’s “Billions of Trees” National Movement to combat climate change and desertification, including providing training opportunities for Mongolian youth.

President H.E. Khurelsukh Ukhnaa and His Majesty Emperor Naruhito emphasized the profound importance of compassionately respecting, valuing, and protecting our planet, Earth, and the environment, underscoring the need to cherish and safeguard water—the “precious jewel Chandmani” of the natural world—and to use its benefits responsibly. In this regard, the parties also highlighted the significance of related efforts, including the “Blue Gold” National Movement to protect Mongolia’s freshwater resources, initiated by the President of Mongolia.

President Khurelsukh expressed his confidence in Japan`s high-level participation in the 17th Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification, which will be hosted in Ulaanbaatar in 2026.

The President also noted the high importance that Mongolia places on the “Osaka-Kansai Expo 2025” and expressed confidence that, through this exhibition and the Mongolian National Day event to be held in Osaka on July 27, 2025, mutual understanding between the peoples of Japan and Mongolia will deepen further.

The meeting was held in a warm and cordial atmosphere, during which President  Khurelsukh and First Lady Bolortsetseg, together with His Majesty Emperor Naruhito and Her Majesty Empress Masako, also fondly recalled cherished memories from their previous meetings, namely, the Ceremony Proclaiming the Accession to the Chrysanthemum Throne of the Emperor of Japan in 2019, and the State Visit of President Khurelsukh Ukhnaa to Japan in 2022, which commemorated the 50th anniversary of diplomatic relations between the two countries.
