{"id":5163,"slug":"president-proposes-to-delay-the-parliament-fall-session-recess","status":"publish","tags":[],"title":{"rendered":"PRESIDENT PROPOSES TO DELAY THE PARLIAMENT FALL SESSION RECESS"},"content":{"rendered":"<p style=\"text-align: justify;\">Today, President of Mongolia Khaltmaagiin Battulga sent an official letter to Chairman of the State Great Khural M.Enkhbold regarding a proposal to delay the recess of the fall session of the State Great Khural.<\/p>\n<p style=\"text-align: justify;\">In the official letter, President Battulga brought to attention the consequences of the recent halt in the functions of the State Great Khural for over 40 days, caused by a disagreement between the chairman and the members, with emphasis on the fact that only five of the 23 originally scheduled draft bills and resolutions were adopted during the fall session.<\/p>\n<p style=\"text-align: justify;\">The letter states, \u201c\u2026Not only does this state of performance by the highest organ of State power undermine order and accountability on all levels while becoming the main reason for decline in social development and escalation of existing challenges, it also leads to breach of Section 2 of Article 1 of the Constitution of Mongolia, which states that, \u201cThe fundamental principles of the activities of the State shall be \u2026rule of law,\u201d Section 1 of Article 3, which states that, \u201cState power shall be vested in the people of Mongolia. The Mongolian people shall exercise it through \u2026the representative bodies of the State authority elected by them,\u201d and Section 2 of Article 27, which states that, \u201cOrdinary sessions of the State Great Khural shall be convened once every half year and last not less than 50 working days.\u201d<\/p>\n<p style=\"text-align: justify;\">Under these circumstances, I believe that it is impracticable to close the fall session of the State Great Khural on the date stated in the law, and it is necessary to delay the recess to discuss and resolve all the critical issues that are still pending.\u201d<\/p>\n","protected":false},"date":"2019-01-22T17:10:43","excerpt":{"rendered":"<p>Today, President of Mongolia Khaltmaagiin Battulga sent an official letter to Chairman of the State Great Khural M.Enkhbold regarding a proposal to delay the recess of the fall session of the State Great Khural.
