President of Mongolia Khaltmaagiin Battulga invoked a veto on Section\n38.2 of Article 38 of the Law on the State Great Khural of Mongolia on May 26th<\/sup>,\n2020, referring to clause 1, Section 1, Article 33 of the Constitution of\nMongolia, and Section 8, Article 12 of the Law on President of Mongolia. <\/p>\n\n\n\n At its session held on August 20, the State Great Khural discussed\nand resolved to approve the President\u2019s partial veto on the Law on State Great\nKhural, with 79.9 percent of the members in attendance voting in favor of the\nveto. <\/p>\n\n\n\n Article 38.2 of the latest revised version of the Law on State Great Khural states \u201cThe President shall exercise His right to legislative initiative within the frames of His full powers stated in Article 33 of the Constitution\u201d, claiming that the article is incompatible with the concepts of recent amendments to the Constitution of Mongolia and not achievable unless principles to elect the President and regulations following it are changed.\u00a0<\/p>\n\n\n\n As presented by U.Shijir, Chief of the Office of President at the meeting of the Parliamentary Standing Committee on State Structure on August 19, the article restricts the president to draft bills on the most critical internal and external issues facing the country as the head of the state and National Security Council. <\/p>\n\n\n\n Recent amendments to the Constitutions, which came into force on\nMay 25, 2020, incorporate an article (26.1) that reads \u201cThe President, Members\nof the Parliament, and the Government shall exercise the right to draft a bill\nand the scope and limits of this right shall be determined by law\u201d is one of\nthe changes made to the Constitutions proposed by the President with a view to\nimprove the governance system and distribution of powers as well as to avoid\ngiving the power to President and Parliament members to draft bills on\nimportant matters, such as criminal code, or budget and tax laws, general\ndirections for economic and social issues, that needs to be prepared by only\nprofessional organizations or relevant ministers. <\/p>\n\n\n\n Today\u2019s parliamentary resolution to accept the president\u2019s\npartial veto is effective immediately, from August 20. <\/p>\n","protected":false},"date":"2020-08-20T22:26:58","excerpt":{"rendered":" President of Mongolia Khaltmaagiin Battulga invoked a veto on Section 38.2 of Article 38 of the Law on the State Great Khural of Mongolia on May 26th, 2020, referring to clause 1, Section 1, Article 33 of the Constitution of Mongolia, and Section 8, Article 12 of the Law on President of Mongolia.
