OPENING REMARKS AT THE SYMPOSIUM ON MORTALITY RATE, PREVENTIVE MEASURES, AND IMPROVING INTER-AGENCY COORDINATION
Under the auspices of the President of Mongolia, the Executive Office of the National Security Council and the National Police Agency co-organized a symposium themed Mortality Rate, Preventive Measures, and Improving Inter-Agency Coordination in the State Palace today.
Present at the symposium were, President of Mongolia Khaltmaagiin Battulga, Minister of Justice and Home Affairs Ts.Nyamdorj, Head of the Cabinet Secretariat G.Zandanshatar, Secretary of the National Security Council A.Gansukh, and authorities and staff members of government agencies that are designated to ensure national security.
President Battulga said in his opening remarks:
“Good morning to all of you!
National security means ensuring favorable external and internal conditions for securing and protecting the core national interests of Mongolia. This duty is carried out by 11 government bodies designated by the law to ensure national security.
I have been committed towards the regulation of coordination among government agencies designated to ensure national security and met the authorities of these agencies three times in person to give instructions. We are seeing definite results after the designated agencies worked on an integrated plan for joint implementation. This symposium is one of the actions set out in the integrated plan.
I believe that the theme of the symposium–Mortality Rate, Preventive Measures, and Strengthening of Inter-Agency Coordination–is well-timed.
As reports indicate, 40-45 people, on average, are losing their lives every day and 15-17 thousand people every year due to road, occupational and other accidents, alcohol and chemical poisoning, suicide, homicide, violence, diseases, and other external causes. This is a close estimate to the number of civil war casualties in Syria in the first ten months of 2018. Our living environment has grown similar to that of a war.
This regrettable state is directly linked to the Government’s failure to fulfill its duty to provide a healthy and safe living environment for its citizens. Therefore, I hope that you will have a weighty discussion on how to reduce the number of such untimely deaths, come up with tangible solutions, and implement them effectively. There should be no more valuable asset than a Mongolian in this country.
I am instructing you to organize such a symposium every year from now on. When you meet again next year, the above-mentioned undesirable numbers should be reduced. I expect only good results from you.
