SPEECH TO THE MEETING OF THE COUNCIL OF HEADS OF STATE OF SCO MEMBER STATES
Dear Vladimir Vladimirovich,
Distinguished heads of state and representatives of international organizations,
Ladies and gentlemen,
I would like to express gratitude to the President of the Russian Federation, Mr. Vladimir Vladimirovich Putin for his diligent work for the development and expansion of cooperation within the Shanghai Cooperation Organization for the time of Russia’s presidency in SCO, and for the organization of this online meeting.
Ladies and gentlemen,
The COVID-19 pandemic is a global threat. There are a large number of cases and deaths. Mongolia is one of the few countries where there is no local transmission and death. Moreover, like other countries, we are faced with great challenges in the search for new opportunities, solutions and tools to support the growth of the economy, community and the people’s wellbeing.
Therefore, the unification of powers in the fight against the pandemic through elimination of discrimination, exchange of scientific practices, implementation of precautionary measures, enhancement of preparedness, and new plans for rehabilitation of the economies is a necessity for all countries.
The active efforts of the SCO for the fight against the global pandemic and the reduction of its negative consequences, as well as the adoption of the Action Plan for 2021-2025 are fully consistent with the above requirements.
Ladies and gentlemen,
Adoption of the Action Plan for 2021-2025 and the approval for the implementation of the SCO Development Strategies and other documents, taking place at this meeting of the SCO Council of Heads of State will give an impetus to the development of this organization as a mechanism that plays an important role in ensuring regional security and stability and expanding cooperation in economy and other spheres.
The Bishkek Declaration emphasizes the importance of the active involvement of the SCO observer states in economic, humanitarian and other practical activities; the Roadmap for the development of cooperation between observers, dialogue partners and the Secretariat was also adopted, which opens up wide opportunities for deepening cooperation with the observer countries.
Mongolia pays close attention to the establishment and development of the SCO, conducts the necessary research of its activities and seeks to participate in practical activities in the economic and humanitarian spheres as an active observer.
Ladies and gentlemen,
Mongolia attaches great focus to the achievement of progress in cooperation with the SCO members and observers, including our neighbors Russia and China on particular developments, such as the construction of gas and oil pipeline.
During these times of the pandemic, regardless of obstacles and complications, we are finishing the construction of more than 800 km of railways. We have also developed a project to build a pipeline with a length of more than 1000 km in the Gobi region that has been rapidly deteriorating due to climate change.
We are pleased with the successful commencement of the project on construction of gas pipeline from Russia to China through Mongolian territory. Implementation of projects for the construction of highways, Central, Eastern and Western rail corridors, which are important parts of the Mongolia-Russia-China Economic Corridor, will allow expansion of Eastern and Central Asian cooperation, which facilitates deepening of the cooperation within the scope of the SCO. I would like to underline the necessity of such practical developments with tangible results.
I would like to convey heartfelt congratulations and wish for success to President of Tajikistan Emomali Rahmon, who will take over the presidency of the SCO next year on its 20th anniversary of establishment.
