PRESIDENT BATTULGA TO PRESENT TO PARLIAMENT DRAFT BILL ON REINSTATING CAPITAL PUNISHMENT FOR CHILD SEXUAL ABUSE OFFENSES

President of Mongolia Khaltmaagiin Battulga is to submit draft amendments to the Criminal Law of Mongolia, which is expected to be read during the Spring Session of the State Great Khural (Parliament). The initiative falls under the President’s commitment to combat violence. The amendments will suggest strengthening the punishment for sexual abuse on minors, specifically, reinstating capital punishment for this kind of offenses.

Four months ago, the President of Mongolia submitted to the Ministry of Justice and Internal Affairs a proposal on partially restoring the capital punishment specifically for brutal offenses of child sexual abuse. However, the Ministry has not responded thus far. Therefore, the President, in full enjoyment of his right to initiating draft laws and in accordance with the Law on Legal Documents, will be presenting a draft to the Parliament after running a public poll through the official website of the Presidential Office “president.mn” for one month.

The initiative is motivated by the fact that a major part of petitions received by the Office is related to the reinstation of death penalty. During his tour through localities and meetings with local citizens, the President received a large number of verbal and written requests and demands from citizens regarding the reinstation of death penalty.
